Young Boozer was born in Birmingham and raised in Tuscaloosa and Montgomery.

Boozer served as Deputy Finance Director for Governor Bob Riley. He worked as a Financial Executive at major firms in Washington, DC, New York, Los Angeles, and Houston.

Boozer got his Masters from Wharton School of Finance in 1973. He also has a BA in Economics from Stanford University in 1971.
